For the first time since it joined the European Union, Romania holds the Presidency of the Council from January to June 2019. Perhaps it can be said that Romania’s Presidency is taking place during a complex European and international context that will require various actions. Romania is the last Presidency until the European Parliament elections in May and it is presiding during the UK’s departure from the EU. Both are important occurrences in Europe but there are other key policy issues, such as migration, internal security, EU defense capabilities, and cohesion that have become increasingly difficult policy topics among Member States to agree on. How will Romania’s presidency manage and promote the European agenda in a time where division among Member States may be present?

Mr. Călin Stoica, a career diplomat, has assumed the position of Romania’s Permanent Representative to the Political and Security Committee of the European Union in mid-September 2017.
In the Ministry of Foreign Affairs of Romania, Mr. Stoica was previously director for OSCE, director for UN, and director general for Strategic Affairs – covering NATO, OSCE, Asymmetrical risks and Nonproliferation, and Romania’s relations with the US and Canada. Throughout 2016 he was the National Security Advisor to the Prime Minister of Romania.
Mr. Stoica was the Representative of Romania in the NATO High Level Task Force during 2008-2010; he headed Romania’s delegation to bilateral and multilateral negotiations in the area of arms control and CSBMs; and was the National Coordinator for the Central European Initiative from January 1999 to February 2000.
Between 2010 and 2015, Mr. Stoica was the Head of NATO and Multilateral Affairs within the Political Affairs and Security Policy Division at NATO HQ/Brussels, and during 2001-2008 he held various positions in the Conflict Prevention Centre (CPC)/OSCE Secretariat in Vienna, including that of Acting Deputy Director of the CPC (from July 2007 to October 2008).
Mr. Stoica holds a Post-Master degree in European and international relations from the University of Amsterdam and a Master of Arts in International Relations from the National School of Political Studies and Public Administration/Bucharest – Department of diplomacy and international relations.
