New technological developments and increased global connectivity have rendered hybrid tactics a permanent feature of today’s security environment. These have brought a number of opportunities for adversaries to exploit weak links while challenging governments and militaries around the world to adapt and develop strategies and solutions to counter hybrid threats in its different forms.

This event will explore various hybrid means and the threats they pose, with a particular focus on the Baltic region. With the increased tension between NATO and Russia, the Baltic region is particularly vulnerable against various hybrid campaigns, for example targeted towards the large ethnic Russian minorities in the Baltic States. What are the current hybrid threats facing the Baltic region? What are the EU’s and NATO’s current strategies and capabilities for responding to hybrid activities in the region?

Please join YPFP, in partnership with SAAB, for a panel discussion that will explore the significant challenges that governments, militaries and even citizens face in combating hybrid threats in today’s world.

-Speakers:

Col. Andrew Budd. Head of Plans Section, OPS, NATO.

Mr. Turo Mattila. Deputy Representative to the PSC for the Finnish Permanent Representation to the European Union.

Dr. Vlasta Zekulic, Core Policy Officer, Operational Preparedness and Planning at NATO.
