A new trend seems to be emerging in asymmetric warfare: the use of law to further strategic ends. States and non-state actors are increasingly manipulating legal paradigms to their own benefit and pushing the limits of law in times of conflict. In short, they are engaging in "Lawfare" or weaponised Law.

Lawfare within hybrid war scenarios not only imposes legal challenges to the principles of the Rule of Law, but also threatens international peace and security. Counter-measures have been put in place to stem this tide, but how effective are they? And what is the potential impact on International Humanitarian Law and Human Rights Law?
